You can put in requests and if the department is not over the allotted budget, then it's added to the order. If he's using his own money to feed the base on a regular basis, that is both kind and ridiculous.
Perhaps Dr.Yagyuu isn't concerned with day-to-day happiness but general well-being would fall under his expertise.
I don't know him enough to dislike him personally. I just dislike people who think they are better at something than they are.
